WICSO CONFERENCE PROCEEDINGS ============================== World Islamic Countries Organisation for Scouts and Guides THIRD WICSO INTERNATIONAL CONFERENCE Kuala Lumpur, Malaysia | 14-16 October 2025 CONFERENCE THEME ----------------- "Youth Empowerment Through Scouting and Guiding: Building Resilient Communities in a Changing World" KEYNOTE ADDRESSES ------------------ - "The Future of Youth Development in the Islamic World" - Dr. Amina Al-Faisal, UNESCO Youth Advisor - "Scouting as a Force for Social Cohesion" - Prof. Mohammed Iqbal, University of Kuala Lumpur - "Digital Transformation in Youth Organisations" - Ms. Sarah Chen, Digital Youth Alliance SESSION HIGHLIGHTS ------------------- Session 1: Innovative Program Models Presenters from 12 countries shared best practices in program design, including the integration of STEM education, environmental conservation, and entrepreneurship training into traditional scouting frameworks. Session 2: Leadership Development A workshop on developing leadership pipelines within scout organisations, featuring case studies from Indonesia, Turkey, and Nigeria. Session 3: Safeguarding Standards Panel discussion on implementing child protection policies across diverse cultural contexts, with contributions from UNICEF and Save the Children. Session 4: Regional Cooperation Exploration of cross-border youth exchange programs and the establishment of regional training centres. PARTICIPATION -------------- The conference was attended by 350 delegates from 38 countries, including representatives from 48 member organisations, 12 partner organisations, and 5 international development agencies. RESOLUTIONS ------------ 1. Establishment of a WICSO Digital Learning Platform by 2026 2. Development of a standardised youth exchange framework 3. Strengthening of monitoring and evaluation systems for member programs The next conference will be hosted in Dakar, Senegal, in 2027.
