WICSO CONSTITUTION ==================== World Islamic Countries Organisation for Scouts and Guides Adopted at the Inaugural General Assembly on 12 February 2020 Amended on 15 March 2023 ARTICLE 1: NAME AND LEGAL STATUS ---------------------------------- The organisation shall be known as the World Islamic Countries Organisation for Scouts and Guides, hereinafter referred to as WICSO. It is a non-profit, non-governmental organisation registered under the laws of the host country. ARTICLE 2: VISION AND MISSION ------------------------------- Vision: A world where young people in Islamic countries and communities are empowered through scouting and guiding to become responsible global citizens. Mission: To promote, support, and coordinate scouting and guiding activities across Islamic countries, fostering youth development, intercultural understanding, and community service. ARTICLE 3: OBJECTIVES ----------------------- a) To promote the principles of scouting and guiding in accordance with Islamic values b) To facilitate cooperation and exchange among member organisations c) To develop and maintain standards for youth programs and leadership training d) To advocate for the rights and development of young people e) To contribute to peace, dialogue, and mutual understanding among nations ARTICLE 4: MEMBERSHIP ---------------------- Membership shall be open to national scout and guide organisations, educational institutions, and youth-focused organisations that subscribe to the objectives of WICSO. Categories of membership include Full, Associate, Affiliate, and Individual Supporter. ARTICLE 5: ORGANS OF WICSO ---------------------------- The principal organs of WICSO shall be: a) General Assembly - the supreme decision-making body b) Executive Council - the governing body between General Assemblies c) Secretariat - the administrative arm d) Committees - specialised bodies established by the Executive Council ARTICLE 6: GENERAL ASSEMBLY ----------------------------- The General Assembly shall meet biennially. Each Full Member shall have one vote. The Assembly shall elect the Executive Council, approve the budget, and consider amendments to this Constitution. ARTICLE 7: AMENDMENTS ---------------------- Amendments to this Constitution require a two-thirds majority vote of the General Assembly. Notice of proposed amendments must be circulated at least 90 days before the Assembly meeting.
