WICSO COMMITTEE TERMS OF REFERENCE ==================================== World Islamic Countries Organisation for Scouts and Guides Approved by the Executive Council on 20 January 2024 1. GENERAL PROVISIONS --------------------- Committees are established by the Executive Council to carry out specific functions and make recommendations on matters within their mandate. 2. STANDING COMMITTEES ----------------------- 2.1 Finance Committee - Purpose: Oversee financial management, budgeting, and audit - Composition: Treasurer (Chair), three Council members, one external financial expert - Meetings: Quarterly 2.2 Programs Committee - Purpose: Develop and review youth programs, training curricula, and educational resources - Composition: One Council member (Chair), four program experts from member organisations - Meetings: Bi-monthly 2.3 Accreditation Committee - Purpose: Manage the accreditation system for member organisations - Composition: One Council member (Chair), three accreditation specialists - Meetings: As required, minimum twice per year 2.4 Ethics Committee - Purpose: Oversee ethical conduct, handle complaints, and review Code of Ethics - Composition: One Council member (Chair), four members with legal or ethics background - Meetings: As required 3. AD-HOC COMMITTEES --------------------- The Executive Council may establish ad-hoc committees for specific purposes with defined terms not exceeding 12 months. Ad-hoc committees shall be dissolved upon completion of their mandate. 4. COMMITTEE OPERATIONS ------------------------ Committees shall elect their own secretaries, maintain minutes of meetings, and report to the Executive Council. Decisions shall be by consensus or simple majority. 5. REVIEW --------- These Terms of Reference shall be reviewed every three years by the Executive Council.
